Summary of position:
Under the direction of the First Secretary (Development), the Project Officer participates in the planning and implementation of Canada’s development cooperation program and its projects. The Project Officer provides the First Secretary (Development), the Head of Cooperation and other team members analysis of local circumstances affecting projects and recommendations on courses of action. The Project Officer also contributes to the overall operation of the Development Section and performs other relevant duties.

Essential qualifications:
Essential Qualifications
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Bachelor’s degree from an accredited post-secondary institution in any discipline
* The term accredited means the educational institution must be registered and recognized with an accrediting body within the country where the institution is physically located.

Language:
• Fluency in English – (reading, writing, comprehension and speaking)

Experience:
• Minimum 3 years of recent* experience in working on international development and/or humanitarian assistance, either with an implementing partner or a donor agency in East Africa;
• Experience in the assessment and monitoring of international development and/or humanitarian programs and projects in East Africa;
• Experience writing reports and briefing materials related to international development and/or humanitarian assistance;
• Experience organizing and overseeing visits and events for high-level government officials
*Recent is defined as within the last 10 years.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, references, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of international development issues in East Africa;
• Knowledge of the humanitarian context in East Africa;
• Fluency with Windows operating environments, Microsoft Outlook, and Microsoft office software e.g. Word, Excel.

Abilities/Competencies:
• Demonstrated ability to write reports and briefs, provide analysis and synthesize information in English;
• Effective written and oral communication skills;
• Ability to analyze and evaluate information and make recommendations;
• Ability to work as part of a team;
• Ability to manage workflow, prioritize and meet deadlines;
• Effective interpersonal skills

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Master’s Degree;
• University degree focused on international affairs, including international development, political science, project management and evaluation, public administration/management or any other related field;
• Demonstrated experience and familiarity creating content for social media and communications platforms and tools (i.e. Twitter, Facebook etc).

Organizational Needs:

Operational Requirements:
• Occasional overtime, as operationally required
• Occasional domestic and international travel
• Hours of work: 37.5 hours per week (Monday to Friday)

Condition(s) of Employment:
• Valid passport
• The successful candidate will be required to obtain and maintain a Government of Canada Reliability Status (RS), which includes criminal and credit background check, covering the entire employment period.
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter.
