Summary of position:
The Consulate General of Canada in Dubai has a requirement for a Mission Emergency Preparedness and Security Officer with responsibilities including:
Under the general supervision of the Management Consular Officer, with areas of responsibility for the Dubai and the Northern Emirates, the incumbent is responsible for; providing services to enhance the Consulate General’s operational and physical security planning as well as preparedness and resilience; to provide security and emergency analysis; to prepare and deliver briefings on emergency and security matters; to contribute to maintaining a culture of emergency preparedness and security in the Consulate General and to assist in the response to security and emergency incidents affecting its personnel, information and/or assets; and to contribute to the Consulate General’s overall emergency management, safety and security and business continuity planning.
The Readiness Program Officer will do this through provision of the following:
• Conducting research, drafting reports and advising the Program Manager and other staff on issues affecting the safety and security of Consulate General staff, dependants, information, assets and operations in Dubai and the Northern Emirates;
• Developing, implementing and delivering operational security measures;
• Developing an extensive network of contacts, liaising with a wide range of local authorities and others who provide security and emergency services, and with counterparts in other organizations;
• Conducting safety and security briefings and training programs;
• Contributing to the Consulate General’s overall emergency preparedness, resilience and response to a full range of incidents;
• Maintaining and supporting physical security systems and infrastructure; and
• Providing corporate support to the Readiness Program.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
University degree in Public Safety or Disaster and Emergency Management, OR
a combination of relevant education, training and experience in law enforcement/security.

Language:
• Proficiency (oral and written) in English
• Proficiency (oral and written) in Arabic

Experience: (within the last 6 years):
• A minimum 4 years' relevant experience working as a public safety, emergency or security professional.
• Experience writing reports based on research and analysis of information.
• Experience in building and maintaining a network of professional contacts.
• Experience in developing and implementing operating procedures and corporate standards.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• In-depth knowledge of the safety (emergency) and security environment in the UAE.
• General knowledge of the various government security and emergency institutions as well as law-enforcement agencies in Dubai and the Northern Emirates.
• Knowledge of common mitigation measures, both corporate and residential, used to enhance physical security and personal safety.
• Knowledge of emergency management concepts, theories and practices.

Abilities/Competencies:
• Ability to conduct vulnerability assessments for Consulate General staff and their dependents.
• Ability to work under pressure and with a minimum level of supervision.

Asset Qualifications:
Preference may be given to candidates who have the following asset qualifications:
• Proficiency (oral and written) in French
• Working experience in international organizations /governmental organisms or Embassies.
• Working experience in law enforcement.
• Experience in conducting training for employees.

Condition(s) of Employment:
• Ability to obtain a UAE residence visa
• Ability to obtain and retain an enhanced reliability clearance (security clearance)

• As a member of the Canadian diplomatic presence abroad, required to adhere to Canada's Code on Values & Ethics.
