The aim of this competition is to fill one full-time level 9 position (expected start date in April 2020) A pool of qualified candidates will be established from this selection process to fill similar future needs of the organization. These needs may be temporary in nature and the pool would be valid until 31 March 2021.

Summary of position:
Under the general supervision of the Deputy Permanent Representative to the three UN food and agriculture agencies based in ROME (FAO, WFP, IFAD), supports the Permanent Mission of Canada to the United Nations Food and Agriculture Agencies in representing Canada in the governing bodies of these agencies as well as in related international policy-making meetings, negotiations and consultations.
• Analyses documents, including financial statements prepared for Executive Boards and other assigned governing bodies and prepares draft Canadian positions upon request;
• Extracts and analyses relevant information from various sources including websites, platforms;
• Consults with other delegations and Canadian government departmental focal points;
• Prepares reports of meetings for discussion with officers;
• Establishes and liaises with a network of contacts across numerous Departments of Government of Canada to provide advice on developments within the agencies that affect their priorities and plans;
• Establishes and maintains a network within the Rome Agencies (according to the assigned
portfolios) and with representatives of other Missions;
• Represents Canada in multilateral meetings and negotiations;
• Performs other duties as required by the team of the Permanent Mission of Canada to the United Nations Food and Agriculture Agencies through the direction of the Deputy Permanent Representative.

Essential qualifications:
Screening Criteria:
Applicants must clearly demonstrate on their application that they meet all the following essential criteria and are within the area of selection. Failure to do so may result in the rejection of the application:


Successful completion of Master’s Degree in a relevant field such as: international relations; economics; agriculture, finance and at least three years of recent* work experience at an officer/professional level in a multilateral and/or development/humanitarian cooperation setting/UN Agency and/or International Financial Institution.
*recent being within the last five years


Successful completion of post-secondary degree in a relevant field such as: international relations; economics; agriculture; finance and at least five years of recent** work experience at an officer/professional level within a multilateral and/or development/humanitarian cooperation setting/ UN Agency and/or International Financial Institution.
**recent being within the last eight years

- Very good written and oral command of English (min C1 according to CEFR levels)

Rated Requirements:
Candidates must also meet the rated requirements shown below, which will be assessed through any of the following: written test, oral communication, role play, interview and reference checks.

Knowledge of Canadian international development priorities;
Knowledge of multilateral organizations and their governance, with particular reference to FAO, WFP, IFAD and CFS;
Knowledge of the current issues concerning food security, nutrition and humanitarian assistance.

Ability to establish and maintain effective interpersonal relationships;
Strong, analytical, writing and oral communication skills;
Ability to work independently as well as part of a team;
Ability to manage workflow, prioritize and meet deadlines;
Initiative and sound judgement.

Asset Qualifications:
Preference may be given to candidates who have the following asset qualifications:
- Experience working with CFS, WFP, IFAD or FAO;
- Experience working with the Government of Canada;
- Experience participating in multilateral negotiations;
- Experience working with a diplomatic mission or international environment.
- Good command of French (min B1 according to CEFR levels)
- Ability to speak, read and write in any of: Italian, Spanish, Arabic, Mandarin and Russian.

Organizational Needs:

Operational Requirements:
Willingness and availability to work overtime on short notice.
Willingness and ability to travel long distances each day by public transport (as required) within and around Rome from the office to and from FAO, WFP and IFAD as well as to Missions of other Permanent Representations.

Condition(s) of Employment:
Applicants must possess the required documentation giving them the right to work in Italy at the moment of application;
The position requires a valid Reliability Status granted by the Canadian Government. Incumbent must be able to secure and maintain a Reliability Status for the duration of the employment.

Area of selection:
This position is open to individuals who are eligible to work in Italy and reside in one of the EU countries part of the free mobility agreement, who meet all of the essential requirements stated below, and whose applications are received by the closing date. The Embassy does not reimburse any travel costs to and from assessments nor does it reimburse any relocation costs. The Embassy of Canada does not sponsor work permit applications on behalf of candidates.
