Summary of position:
This position provides assistance to the Regional Emergency Management Office (REMO) Program Manager as well as to the Management Consular Officer (MCO) in DUBAI region. The position dedicates two thirds of its time to support the REMO program and the rest of its time to support the Consular program. This position is under the general supervision of the REMO Program Manager and the MCO will be its secondary manager.

Under the REMO Program, the incumbent of the position provides administrative support, financial controls and budgets, processes travel claims, assists in the development and delivery of training and exercise materials, acts as back-up to the REMO Officer and performs other duties as required.

Under the Consular Program, the incumbent of the position: processes passports applications and citizenship documents for Canadian citizens abroad; provides consular support services to Canadians; provides administrative and financial services in support of consular, passport and citizenship services provided at the mission; and performs other duties as required.

Essential qualifications:
Essential Qualifications
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:

• Bachelor’s degree from a recognized university (or equivalent combination of education, training and/or experience relevant to the position)

Language:

• Fluency in English (both written and spoken)
• Fluency in French (both written and spoken)
Language capacity will be assessed.

Experience:

• A minimum of 3 years of experience in:
o Working with the public and serving clients
o Making travel and hospitality arrangements
o Reviewing documentation and doing data entry
o Monitoring financial information
o Working in an office following standard office procedures
o Working with a variety of computer applications (e.g. MS Outlook, MS Excel, MS Word, Power Point, web browsers, search engines etc.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Prior experience in emergency management
• Working knowledge of Arabic
• Liaising with Ministry of Foreign Affairs for accreditation of diplomats and dependents
• Preparing diplomatic notes
• Supporting Human Resources processes such as posting job posters, planning exams and interviews
• Prior relevant work experience within a diplomatic mission
• Prior work experience delivering consular services

Condition(s) of Employment:
• Ability to obtain a UAE residence visa
• Ability to obtain and retain an enhanced reliability clearance (security clearance)
• Maintenance of a valid passport
• As a member of the Canadian diplomatic presence abroad, required to adhere to Canada's Code on Values & Ethics.
