Summary of position:
Under the supervision of the Counsellor and Head of Cooperation at the Embassy of Canada and in close consultation with the development team at Global Affairs Canada (GAC) in Ottawa, the Development Officer supports all phases of programming, and program and project management. The Development Officer participates in the identification, planning, implementation, monitoring and evaluation of bilateral programs and projects in the Democratic Republic of Congo (DRC). The Officer also supports Canadian multilateral, partnership or humanitarian international co-operation programming where appropriate. He/she coordinates with other stakeholders, including government, civil society, non-governmental organizations and other donors. The Development Officer represents the Government of Canada at events, participates in policy dialogue, and maintains a network of contacts and a knowledge base in support of Canadian development programming.
He/she also performs other duties as required, as per example; provide support to official and/or high-level visits.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications. It is not sufficient to simply state responsibilities. They must also demonstrate and explain how they meet the following criteria:

Education:
• Undergraduate degree from an internationally recognized institution or by the Congolese Ministry of Higher and University Education (ESU) in the field of international development, project management and evaluation, management, public administration, sociology or in a related field and/or other relevant field.

Language:
• Fluency in French (reading, writing, speaking).

Experience:
• Extensive * experience in developing, implementing, or monitoring development projects.
• Extensive * experience working for governmental or non-governmental organizations, multilateral institutions and donors.
• Extensive * experience in: research and strategic analysis; maintaining networks of stakeholders; writing reports, briefing notes and presentations; and, providing recommendations and advice for international development projects.

* Extensive experience = a minimum of 5 years over the past ten years.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to: written examinations, an oral interview, role-play, practical tests, presentations and/or psychometric assessments.

Knowledge:
• Knowledge of the context of development in the Democratic Republic of Congo;
• Knowledge of key stakeholders involved in development in the Democratic Republic of Congo (including non-governmental organizations, governmental institutions, international organizations and donors);
• Knowledge of the principles of aid effectiveness;
• Knowledge of the mandate, policies and development programs, objectives and priorities of Global Affairs Canada and its partners in the field of international cooperation on development;
• Knowledge of the project management cycle;
• Knowledge of Microsoft Office (Word, Excel, Powerpoint, Outlook).

Abilities/Competencies:
• Ability to analyze, plan and manage all aspects of project and program management, including financial and contract management, and supervision of consultants.
• Ability to analyze, synthetize and summarize information, write reports and/or propose key-actions and make recommendations to senior management.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Master’s or PhD. degree in a relevant field.
• Experience in evaluating development projects.
• Experience in results-based management.
• Fluency in English (reading, writing, speaking).

Operational Requirements:
• Regular hours of work: 7:30 to 16:00, except Fridays which are 7:30 to 13:00
• Availability and ability to travel outside Kinshasa, including in other countries.
• Be able to work overtime occasionally.

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
• Candidates must provide any documentation proving their right to reside and work in the Democratic Republic of Congo.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the Democratic Republic of Congo so that if selected, it will appear on the offer letter.
• A reliability rating (security clearance) is required to obtain this position at the Embassy of Canada in Kinshasa and will be subject to audits. This rating must be maintained throughout the employment - loss of the latter is sufficient reason to dismiss the employee.
