Summary of position:
Under the general supervision of the Common Service Delivery Point (CSDP) Human Resources Officer (HRO), the Human Resource Assistant (HRA) provides administrative and client support services for the staffing of client missions located in the United States, Caribbean and South America. The HRA supports staffing actions by assisting client mission hiring managers with the development of job announcements, by pre-screening applications, and by coordinating and scheduling exams and interviews. The HRA is responsible for using various HR software systems and databases. The HRA serves as a point of contact for candidates throughout the staffing process with respect to routine questions. As needed, the HRA prepares reports, conducts research, and maintains statistics for review by the HRO and client missions.

Essential qualifications:
Essential Qualifications
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their covering letter (750 words maximum) the manner in which they meet these criteria by explaining clearly and concretely how they meet each criterion of the essential qualifications and also, where appropriate, the qualifications considered assets. Please note that it is not sufficient simply to assert that one meets the requirements or to list current responsibilities.

Successful completion of a community college program AND three years of recent human resources experience providing administrative support in a modern and automated human resources department.
A Bachelor’s degree AND a one year of recent experience providing administrative support in a modern and automated human resources department.

Fluency in English and French (oral and written)

• Experience providing front-line client service;
• Experience with electronic filing systems, data input and management and/or applicant tracking systems; and
• Extensive experience using Excel.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

• Knowledge of Microsoft Office Suite including extensive knowledge of Excel

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• HR certification such as CHRP, PMP Human Resources Management, SHRM-CP or CEBS.

Operational Requirements:
• Normal hours of work for this position are in accordance with Locally-Engaged Staff Regulations of 37.5 hours per week. The incumbent may be required to work overtime on occasional evenings, weekends and holidays.

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter.
• Obtain and maintain a reliability rating (security clearance) from the Government of Canada which includes a criminal background check covering the entire employment period.
