Summary of position:
Under the direction of the Management Consular Officer (MCO) and the Deputy Management Consular Officer (DMCO), the Property Officer develops and implements the property management program for the maintenance and repair of all Government of Canada owned and leased properties, works and buildings.
• Proactively identifies issues relating to properties; plans, develops and supervises renovations, alterations, modifications and installations at the Chancery, Annex, Official Residence (O.R.) and staff quarters.
• Conducts onsite inspections; implements the local purchase of technical and electronic equipment for the Chancery, Annex, O.R. and staff quarters.
• Draws up, negotiates and monitors long-term maintenance contracts for building and fixed equipment.
• Supervises the Property Team i.e. Handymen, Property Assistant and Material Assistant; supervises the chancery and cleaning services.
• Plans and recommends the implementation of a program for the acquisition and allocation of staff quarters and negotiates new lease contracts or renewals/extension of leases for properties; and performs other duties, as required.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:

• Successful completion of a university degree from a recognized university in one of the following valid professional accreditations:
-Architect
-Engineer (Civil, Mechanic, HVAC or related fields)
or an acceptable combination of related education and experience.

Language:

• Proficiency in French (oral & written);
• Proficiency in Arabic (oral & written).

Experience:

• A minimum of 5 years of recent professional experience * in a similar position;
• A minimum of 3 years of recent proven professional experience ** in each of the following fields:
-Building maintenance;
-Implementation of construction projects;
-Preparing or evaluating technical proposals for contract processes;
-Budget, procurement and contract management.

* recent is defined within the last ten years.
** recent proven is defined as confirmed experience in the above fields within the past three years.

Rated Requirements
The Rated Requirements relating to knowledge, abilities, personal suitability and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

• Knowledge of mechanical/electrical/structure systems;
• Knowledge of management practices, including procurement, financial and contract management.

Abilities/Competencies:

• Ability to set and manage priorities and work under pressure;
• Strong client focus;

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Proficiency in English;
• 05 years’ experience in building maintenance;
• Experience working with international organizations;
• Knowledge of local government contracting and Taxes principles;
• Knowledge of Canada Contracting and procurement principles

Operational Requirements:
• The regular hours of work for the incumbent are in accordance with the regulations for locally engaged staff, i.e. 37.5 hours per week. The successful candidate must be able to work overtime on short notice that might include weekends.

Condition(s) of Employment:
• The successful candidate must be able to legally work and reside in Algeria;
• Applicants must have a valid work permit covering the entire period of employment. If the position is of an indeterminate nature, the work permit should be permanent or itself able to lead to a permanent work permit;
• Before a job offer can be made, applicants must provide a local address as proof of residency, in the country, city or region given that, if selected, will appear on the letter of offer;
• A probation period of one year;
• Obtain and maintain a Government of Canada Reliability Status (security clearance) covering the entire period of employment.
