Summary of position:
The Honorary Consul in Perth acts under the authority of the High Commissioner for Canada in Australia. He / she advises the High Commissioner on regional issues that may be of interest to Canada.
The position holder may have to perform the following duties:
• Development of commercial and economic relations
• On occasion as required, providing political/economic outlook read-outs
• Supporting the supervising mission (High Commission of Canada in Canberra) in maintaining bilateral relations
• Administrative and logistical support for official visits
• Representation at diplomatic, ceremonial and public affairs events
• Attends activities or meetings to promote Canada’s interests
• Consular assistance and advocacy to Canadians

Essential qualifications:
The ideal candidate will have a strong reputation and be well established in the local community where he / she resides and have excellent relations with local authorities and business networks.

To be considered for this process, please provide examples that clearly demonstrate how you meet the following requirements in your submission:
• Excellent communication skills in English
o Ability to communicate in French will be considered an asset
• Demonstrating a tangible connection to Canada:
o Are Canadian citizen and/or
o Are employed by a Canadian company and/or
o Were educated in Canada and /or
o Have family ties with Canada and/or
o Demonstrate some professional affiliation with Canada
• Residing in the greater Perth region most of the year
• Being a Permanent Resident or Citizen of Australia
• Being an individual of independent means

Education and Experience
• A degree from a recognized university, or an acceptable combination of equivalent education, job related training and / or experience
• Experience in decision-making with respect to sensitive and complex issues
• Experience dealing with different levels of government including senior decision-makers

Knowledge, Skills and Abilities
• Capacity to maintain good relations with, and have rapid access to, local government authorities
• In-depth understanding of political, economic and social dynamics in Perth and Western Australia
• Well-connected and have a good standing in/with the local community
• Ability to be service-oriented in order to meet service standards

Personal Suitability
• High ethical standards and integrity
• Sound judgment
• Excellent interpersonal skills

Asset Qualifications:
• Proficiency in French
• Independent means and availability of a suitable location (e.g. office) where consular clients can access service during regular business hours (e.g. Monday to Friday). Please note that a financial contribution to office expenses and a standard amount to pay her/his consular assistant could be provided.

Organizational Needs:
• Special consideration may be given to increasing gender parity in our network of Honorary Consuls.
• Eligibility for a Government of Canada Reliability Status which includes a criminal and credit background check.
• You must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout your appointment, as a term and condition. Honorary Consuls are not employees of the Government of Canada, but official representatives of the Government of Canada appointed by Order in Council.

Selection Procedure

The selection process will consist of a review of all applications to ensure that applicants meet the essential requirements. Please note that failure to meet any of the Essential Requirements eliminates candidates from further consideration in this process. Only those applicants who demonstrate that they meet these will be contacted by the selection committee for further assessment.

The assessment may include an interview, reference checks and other tests that will consist of a series of questions designed to evaluate each applicant's knowledge, abilities, and personal suitability for the position.

This selection process for an Honorary Consul is part of the Government of Canada’s commitment to open and transparent process for selecting Government in Council appointees.
