Summary of position:
Participates in the delivery of the FPDS program core services in a mission.
This includes maintaining networks, conducting advocacy, doing research as input for reports, drafting reports of meetings, visits, political and economic developments, and bilateral relations and supporting the planning and implementation of the FPDS program and the associated development of operational goals, objectives and policies as well as solutions to program requirements. This also includes developing and implementing Public Affairs and digital advocacy strategies to increase awareness of Canada’s priorities in Brunei Darussalam and the ASEAN region.

Essential qualifications:
SCREENING REQUIREMENTS:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Degree from a recognized university in a field related to the position OR an acceptable combination of education, training and work experience in the field relevant to the position
Language:
• Fluency in English (writing, speaking, reading)
• Fluency in Malay (writing, speaking, reading)

Experience:
• Experience working in a public relations, public affairs, government or political office environment.
• Experience working and liaising with local and foreign governments, partners and/or multilateral organizations and agencies.
• Experience working in an office environment coordinating logistics and developing programs for large public or official events and/or visits
• Experience working with both traditional media and social media platforms, including the development of traditional or digital products (e.g. imagery, video, remarks/statements, handouts, infographics, newsletters, etc.).
• Experience performing in-depth research, analysis and report preparation.
• Experience in budgeting and financial management of projects.


RATED REQUIREMENTS:
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of the political-economic landscape in Brunei Darussalam.
• Knowledge of Canada-Brunei issues and the policy priorities and objectives of the Government of Canada.
• Knowledge of the effective strategic use of both traditional and social media in pursuit of brand marketing.
Abilities/skills:
• Ability to build and develop relationships with decision-makers and/or key influencers;
• Ability to manage events, and support high-level visits;
• Ability to research, interpret sources of information and synthesize data to provide advice and recommendations;
• Ability to write effective reports and executive summaries in English and Malay;
• Ability to prioritize, multi-task and organize own workload to meet deadlines;
• Ability to perform accurate translation and interpretation from Malay to English and vice versa.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Knowledge in French
• Degree from a recognized university in political science, law, journalism, public relations, public policy, international relations or a related discipline
• Experience working in a legislative environment.
• Experience in event planning and project management.

Organizational Needs:

Operational Requirements:
• 37.5 hours/week
• Must be available for occasional duties outside normal working hours (i.e., evenings and weekends)
• Must be available for work related travels.

Condition(s) of Employment:
The successful candidate must:
• Have a valid “Reliability Status”, security check is required prior to appointment as well as a local police clearance certification and medical examination. The required level of security clearance must be maintained throughout the employment period.

• Be able to work legally in Brunei at the time of application. The High Commission of Canada in Brunei Darussalam does not sponsor employment passes.
