Summary of position:
Under the supervision of the Deputy Chief of Cooperation at the Embassy of Canada and in close consultation with the Global Affairs Canada (GAC) development team in Ottawa, the International Development Project Officer supports all programming and project management in the field of gender equality. In this regard, the Officer participates in the identification, planning, implementation , monitoring, and evaluation bilateral programs and projects in Haiti. The Officer also supports Canada's multilateral cooperation, partnership and humanitarian programs as required. He or she coordinates sector programming with all other stakeholders, including the government, civil society, non-governmental organizations, and other donors. The Officer represents the Government of Canada at events, participates in policy dialogues, maintains a network of contacts, and gathers uses knowledge on gender equality in support of Canada’s development programs in Haiti. He or she also performs other duties as assigned such as providing support during official and/or high level visits.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education
Bachelor’s degree from a recognized university in International Development or Social Sciences with a focus on gender equality or any other field relevant/related to the position.

Language
Fluency in French (written and oral).

Experience
Minimum of five (5) years of experience in the last 10 years in developing, implementing, or monitoring international development projects related to gender equality. The experience can be a combination of work with bilateral organizations, non-governmental, international, or multinational or the public and private sector.

Rated Requirements

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge
·Haitian context and development challenges including gender equality.
·Global Affairs Canada and its Foreign Feminist Policy.
·Aid effectiveness principles
·Social media and excellent use of Microsoft Office (Word, Excel, Outlook, PowerPoint).
·English, basic understanding (reading, writing, speaking).

•Ability to plan and manage all aspects of complex aid programs and projects including finance, contract, supervision of consultants and institutional relations.
•Communicate effectively, both orally and in writing, complex information and recommendations to senior management, colleagues, partners, and stakeholders

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
•Master’s degree or PhD in a relevant field from a recognized university.
•Excellent knowledge of Creole (reading, writing, speaking).

Operational Requirements:
•Availability and ability to travel outside of Port-au-Prince and in other countries.
•Ability to work overtime occasionally.



Condition(s) of Employment:
•Able to reside and work legally in Haiti.
•Obtain and maintain a Reliability Clearance (security status) from the Government of Canada.
