Summary of position:
Under the supervision of the Counselor (Management) and the Consul, the incumbent is responsible for infrastructure management, material management, and the management of procurement specific to the Chancery and the official residence in accordance with policy, guidelines and established procedures. The incumbent, responsible for infrastructure, works in close collaboration with different divisions of property services in Ottawa; he/she supervises a maintenance and cleaning team (maintenance technician, worker, and cleaner) and coordinates the interventions of the numerous specialized beneficiaries and public services in order to implement a rigorous and robust maintenance plan of residential real property. The incumbent collaborates closely with the team responsible for residential real property, the security and preparation team and with official residence personnel. He/she must assist all Embassy programs to ensure an optimal and secure use of property as well as the organization of Chancery and official residence events.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Diploma from a recognized university in administration or another discipline relevant to the position, or an equivalent combination of studies, training and professional experiences.

Language:
• Proficiency in French (oral and written);
• Proficiency in Tunisian Arab (oral);
• Good* knowledge of Arab (written);
• Good* knowledge of English (oral and written).

*Good is defined as being able to meet daily social requirements, being able to confidently manage basic social interaction including presentations and basic conversations concerning daily events, work and family, and managing limited work responsibilities, though help is necessary to manage complexities and difficulties.

Experience:
• Experience in supervision of personnel and service beneficiaries;
• Elaboration of documentation relative to tenders and contracts;
• Recent experience with the negotiation with parties relating to the purchase of goods and services acquisition;
• Experience working in an office in an administrative role, in respect of standard office procedures.

Rated Requirements:

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of project management practices, including scope, calendars, costs and risks;
• Knowledge of financial management;
• Knowledge of budgets, planning and forecasting;
• Knowledge of policy, guidelines and procedures related to property management applied at GAC;
• Knowledge of legislation and rules related to real property, including codes and norms related to security of persons and fire prevention;
• Knowledge of general office procedures such as text preparation and formatting, correspondence management, letters, emails, budgets and classification;
• Knowledge of the Microsoft Office suite (Excel, Outlook, Word).

Abilities/Competencies:
• Able to direct the work of others, including contractors, professionals, etc.;
• Initiative and judgment;

• Able to plan, organize and prioritize multiple requests;

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Proficiency in English (oral and written);
• Experience with SAP (FAS);
• Experience with PRIME and MRO.

Operational Requirements:
• Must be available for occasional duties outside normal working hours (i.e. evenings and weekends);
• Normal work schedule: 37.5 hours/week (Monday to Friday);
• Limited possibility of telework.

Condition(s) of Employment:
• The successful candidate must be eligible to work and live in Tunisia;
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization;
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter;
• A reliability rating (security clearance) is required to obtain this position at the Canadian Embassy in Tunisia and will be subject to audits. This rating must be maintained throughout the employment - loss of the latter employment is sufficient reason to dismiss the employee;
