Summary of position:
Organizational context:

Based on the Common Services Delivery Framework, Common Service Delivery Points (CSDPs) provide operational services in finance, human resources, and contracting & procurement to a network of Canadian missions based in Europe and Africa.

Summary of duties:

Under the general supervision of the Contract and Procurement Officer, the Common Service Delivery Point Contract and Procurement Assistant is responsible for compiling, maintaining data and advising on basic materiel management, procurement and contracting activities for an assigned range of goods and services for identified regional client missions.

The type of services includes inputting and maintaining data, such as Purchase Orders in the Department's SAP-based financial management system; providing routine contracting and procurement advice and services including the processing and maintenance of contracting files, processing and reviewing received documentation. He/she also maintains established client relations with Canadian missions included in Global Affairs Canada’s network abroad.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications. It is not sufficient to simply state responsibilities or list the criteria they meet. Only those candidates who meet all the essential requirements and demonstrate this clearly within their application will then proceed to the next stage of the process.

- A university or post-secondary degree.
- A secondary diploma combined with a significant professional experience of at least three (3) years in a similar position in a contract and procurement capacity.

- Ability to communicate effectively* in both official languages of Canada: English and French (speaking, reading and writing).

* “Communicate effectively” is considered to be the equivalent to B2 level per the Common European framework of reference for languages.

Candidates must have:

1. At least twenty-four (24) consecutive months of significant experience within the last eight (8) years working in an office environment performing the following activities:
- Entering data in an enterprise resource planning software (ERP) such as SAP or similar;
- Research and compile data, identify and resolve discrepancies and verify documentation for completeness/accuracy;
- Using various word processing, data management and email software or systems such as Microsoft Suite;
- Adapt and apply organisational policies and management decisions to your area of responsibilities;
- Be a member of a team.

2. Minimum one (1) year of experience as a contracting and procurement assistant in either public or private sector in the last five (5) years.

3. Minimum two (2) years experience in providing corporate services to clients within or outside of an organization in the last eight (8) years.

Rated Requirements:

Applicants must also meet the rated requirements listed below related to knowledge, abilities and competencies. Methods of assessment of those requirements may include, but are not limited to written exams, interview, role-play, practical tests, presentations and / or psychometric assessments.

- Knowledge of the Microsoft Office Suite (Outlook, Word and Excel including the use of formulas and graphics);
- Knowledge of standard contracting and procurement procedures and policies;

- Effective interactive communication in French and English – (oral and written);
- Ability to organise and prioritise;
- Thinking skills and ability to find solutions to problems;
- Attention to detail (computing high volumes of data);

Asset Qualifications:
Preference may be given to candidates who meet the asset qualifications. Where applicable, candidates must clearly demonstrate how they meet the asset qualifications in their cover letter and CV.

- Experience working with the SAP software;
- Experience working in a multi-currency environment;
- Experience working in a government, the public sector or a large international company.

Organizational Needs:
- This position may require very occasional travel abroad. The successful candidate must have and maintain a valid passport.

Operational Requirements:
- Normal work schedule: 37.5 hours/week (Monday to Friday);
- Be able to work overtime with or without short notice on occasion;
- Be available for occasional duties outside normal working hours (i.e., evenings and weekends).

Condition(s) of Employment:
• Candidates must reside in Belgium at the time of employment offer is issued and for the duration of the employment. They must also have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.

• Before an offer of employment can be made, candidates must provide a local address as proof of residence in Belgium so that if selected, it will appear on the offer letter.

• A reliability rating (security clearance) is required to obtain this position at the Embassy of Canada in Brussels and will be subject to audits. This rating must be maintained throughout the employment - loss of the latter employment is sufficient reason to dismiss the employee.
• Candidates must be admissible for travelling on an international level, even outside the European Union.
