Fixed term until 31 March 2022 with the possibility of extension or becoming an indefinite contract. This position is a LES (Locally Engaged Staff) full-time position, subject to the Terms and Conditions of Employment for LES in Algeria.

Summary of position:
Under the supervision of the Common Services Agent, the incumbent must:

• Provide advice and information to internal and external clients based on the use or adaptation of the rules, practices and standard procedures relating to various types of requests and recommend to the supervisor modifications of the procedures and practices in order to improve the performance, effectiveness, efficiency and cost-effectiveness.
• Prepare standard documents and forms on different systems for different recipients such as CSDP, customers, suppliers of goods and services, officials, etc.
• Prepare written correspondence.
• Look for errors and omissions, inform the supervisor when corrections are necessary.
• Obtain the approvals and signatures required to ensure compliance with policies and procedures.
• Submit and send approved documents as needed.
• In accordance with the documentation classification policy, creates paper and / or electronic files; maintain records / data, classifies, lists databases and statistics.
• Download received documentation and enters data into the department's integrated automated finance, procurement, HRMS and consular systems.
• Carry out research and compile data, and verify documents and information to ensure they are complete and accurate, and identify and correct discrepancies.
• Maintain a network of operational contact with local and foreign governments, service providers, suppliers, organizations and agencies as well as local industries to gather information to ensure that the mission is in compliance with procedures and regulations, in order to quickly obtain information on impending changes.
• Respond to routine requests for documentation or information related to the area (s) of responsibility and that come from internal or external clients or forward requests to the appropriate people and bring any complaints to the attention of the supervisor.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.


• Recognized university degree in a field relevant to the position or an acceptable combination of education, training and / or experience.


• Proficiency in French and Arabic (Written and Oral).


• A minimum of two years of recent professional experience * in an assistant role providing administrative support services in a diplomatic mission or an international organization.
• Significant experience ** in at least one (1) of the following areas:
• Accounting and financial operations;
• Human resources such as staffing, classification, payroll preparation, etc.
• Significant experience ** in the use of the Integrated Management System (SAP).
• Significant experience ** using a variety of software packages including the Microsoft Office suite (Word, PowerPoint, Excel, Outlook, etc.).

* Recent experience is defined as a minimum of three years of experience within the past five (5) years.

** Significant experience is defined as the breadth, depth and complexity of experience normally associated with the full-time performance of the duties over a period of 12 months.

Rated Requirements

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

• Knowledge of financial record keeping and accounting procedures;
• Knowledge of the main disciplines and functions of human resources.

Asset Qualifications:
Preference may be given to candidates who meet the asset qualifications. Where applicable, candidates must clearly demonstrate how they meet the asset qualifications in their cover letter and CV.


• Experience in entering, verifying and extracting information from a financial system;
• Experience in providing services or support to managers, clients in finance and HR matters;
• Experience working in a customer service oriented environment.


• Knowledge of the application of laws and policies related to human resources (CNAS, labour law, social law, etc.);
• Knowledge of the application of legislation and policies related to finance and accounting operations (accounting standards and procedures, tax framework, etc.);
• Knowledge of Canada's second official language (English).

• Ability and willingness to work overtime as needed.

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization;

• Obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period.
